Arizona took a historic step by becoming the third state in the nation to pass the Women’s Bill of Rights, landmark legislation co-authored by WoLF. The bill now heads to Governor Hobb’s desk — where she has the opportunity to become the first female governor to sign the bill into law and protect the rights of women, girls, and LGB Arizonans.

This law is close to being enacted, but Governor Hobbs is likely to veto the bill. We need your help to pass the Women’s Bill of Rights.


Polls Show Democrats Increasingly Support Sex-based Rights For Women

A recent series of polls showed that many Americans, including Democrats, disagree with “gender identity” policies pushed by Democratic lawmakers. While Governor Hobbs may think that eliminating women’s spaces is a winning issue, more and more members of her own party are turned off by gender identity legislation. 

Marginalized populations like black and Hispanic voters are much more likely to express support for protecting important single-sex resources — such as prisons, homeless shelters, and domestic violence centers. The Women’s Bill of Rights would prevent the women in these spaces from becoming further victimized by men.

Sex-Based Definitions are Necessary for LGB Protections

Governor Hobbs has promised to protect “LGBTQ+” Arizonans — and the Women’s Bill of Rights does just that. Lesbians and gay men can not uphold their rights without a legal understanding of sex, and forcing lesbians to pretend they are attracted to men is inherently homophobic. The Women’s Bill of Rights upholds definitions of sex that protect LGB Arizonans from the erasure of their sexual orientation in law. 

About the Women’s Bill of Rights

The Women’s Bill of Rights was drafted as model legislation by WoLF and IWV in 2022, and has since been introduced at the federal and state levels across the country. In Arizona, it was passed as SB 1628. The bill was first passed in 2023 in Kansas with bipartisan support.

This bill takes procedural steps to write into law common sense definitions that ensure the meaning of words like “woman” and “mother” aren’t corrupted by unelected bureaucrats intent on pushing gender ideology.

The Arizona Women’s Bill of Rights:

  1. Defines “sex” based on biology (either male or female), enshrines into law common definitions of “woman,” “girl,” and “mother”

  2. Codifies the intermediate scrutiny standard of judicial review to allow the law to recognize sex when it is relevant (ex. shelters, locker rooms, and prisons)

  3. Requires vital statistic collection for anti-discrimination, or public health and safety to accurately record and report on biological sex


Governor Hobbs has until April 12th to sign or veto the bill. We are calling on her to make history as the first woman to sign the Women’s Bills of Rights into law!
